The ever-rising public debt and expenditure needs have made OSR mobilization a critical topic for many sub-nationals across sub-Saharan Africa. The unresolved question is how-to step-up mobilization and efficiency of both standard and innovative finance sources. This is important in ensuring progress towards sustainable development. Many African sub-nationals have realized the importance to mobilize and harness OSR and other non-debt sources, to finance their development. Their ability to mobilize enough resources is critical to provision of various public goods and services to achieve their development goals as they are able to bridge funding gaps. In these efforts, technology offers a critical potential to improve own source revenue by many sub-nationals. In addition, many of them have not embraced best practices creating a need in capacity building, resource mobilization and public finance management.
